This is "Air, Iron and Water, Study" by French artist Robert Delaunay, painted in 1937, and now housed in the Centre Pompidou in Paris.

The painting.use of bright colors and the semiabstracted style is to portray elements of contemporary Paris: the Eiffel Tower, the train, and circular patterns representing air. Delaunay here paints the tower in vivid orange, surrounded by geometric colored circles; he thus puts his very own feeling for color and movement to the fore. This painting reflects his theory about "simultaneous contrast" through the play of colors to create movement and space.
