This is "Harwich: The Low Lighthouse and Beacon Hill" by the great British landscape painter John Constable, painted circa 1820, and now resides in the Tate Britain.

This oil painting depicts the coastal scenery of Harwich port in Essex, England. In the foreground, there is a low lighthouse with Beacon Hill, and several sailing ships are visible on the distant sea. In his own style, Constable depicts the magnificence of the clouds, showing the special sky and light the British coast presents. The painting has succeeded in capturing the particular atmospheric conditions of this seaside with painstaking brushwork and light and shade effects.
